Development of the quality management theory for  the purpose of ensuring sustainable development  and enhancing quality of life

In article authors consider evolution of the theory of quality management, her influence on development of world and Russian economy. The concept «quality of life» and «sustainable development» is in detail studied. The mechanism of influence of standards in the field of management on improvement of quality of life is opened. Advantages are stated and efficiency of standards in different spheres of life of society is shown. Approach of the UN to an assessment of quality of life is described. Dynamics of development of Russia in the index of human development (IHD) since 1990 is presented. The analysis of results of researches (ISO) and FBU of «The state regional center of standardization, metrology and tests in St. Petersburg and the Leningrad region» (FBU «Test St.-Petersburg») reflecting degree of trust of the population to the organizations using standards in the field of management conducted the International organization for standardization is provided. Experiment of application of standards at the different levels of management is presented the analysis of statistics of the issued certificates on compliance to standards in the field of management in Russia and the world for 2013 and 2014 Is made. The legislative bases of standardization directed to improvement of quality of life of the population are opened. The conclusion is drawn on value of the theory of quality management in reali­zation of initiatives the societies aimed at a sustainable development.

Role of voluntary certification in increase of competitiveness of the enterprises of a woodworking

Experience of confirmation of compliance of production of a woodworking to requirements of state standards and specifications is considered. Information on rules of application of obligatory and voluntary certification of production is provided. Advantages of use of voluntary certification for the purpose of increase of competitiveness of the woodworking enterprises are shown.

Informative aspect of quality estimation

The considerable part of fundamental provisions of a kvalimetriya is based on usual logic in a combination to knowledge of certain rules of work with qualitative datas and expert estimation, that results in a considerable variety of techniques of estimation of quality even of the same objects and incomparability of estimates One of the reasons of such situation is covered that the criteria of estimation used in a kvalimetriya will be coordinated with each other and (or) with some more general principles not enough. In article the possibility of application for finding of a measure of such coherence of postulates of the theory of information is considered. Proceeding from the fact that the amount of information serves as the most general and adequate measure of coherence of the estimated object with his «environment» in many cases (including in degree of satisfaction of the consumer), the principle of a maximum of information can be important for a kvalimetriya. Use of this principle has shown that at estimation there are two and more local maxima of usefulness of object and hierarchical creation of qualimetrical techniques.

Mechanism of an assessment of compliance  of production to requirements of technical regulations  of the Customs union

In work the mechanism of an assessment of compliance of production to requirements of regulations of the Customs union is considered. It is specified that the choice of a concrete form of confirmation of compliance depends on that as the manufacturer (the person authorized by the manufacturer), the importer or the distributor, identifies production. Difference of registration of the certificate of conformity from the declaration on compliance to requirements of technical regulations of the Customs union is shown.

Quality in the military-industrial complex

Ensuring quality of technical products  by control of the project

One of important problems of mechanical engineering − development of technically competent concept of a product at initial stages of designing. However the most difficult in development of the concept – is too big space in which it is necessary to conduct search of the decisions providing high quality of products. To reveal and receive the necessary result in this space without use of specific receptions,  is practically not possible.
As one of such specific reception it is offered to use a preliminary estimate of quality of technical products at stages outline (EDS), technical (TP) and the worker of projects (RD). Such approach keeps within the principle which provides adoption of the correct decision and represents transition from comparison of alternative options in general, to comparison of their separate properties (indicators). The main idea of such transition consists that the most preferable option comes to light on one its separate property (indicator).
Indicators which define quality of a product need to be revealed at early design stages and designing. At stages EDS and TP of working drawings there are no details yet. In this regard quality of a product at these stages is offered to be counted on the basis of quality indicators, and on RD stages - on the basis of quantitative indices.
In this work one of possible methods of the solution of the main task of mechanical engineering is described: quality providing technical products.

Increase of trust of consumers to results of measurements on the basis of approach to measuring process as to the instrument of improvement of quality of measurements

Questions of increase of reliability of measuring information in the course of production by means of the SPC analysis allowing to carry out continuous monitoring and diagnostics of any processes in general and including processes technological are considered. The similar analysis allows to obtain necessary measuring information and monitoring not on the basis of 100 percent control, and on very limited number of supervision. The measuring information obtained it in the way allows to make objective decisions directly in the process of production.

Ensuring quality of turning of preparations from  a phtoroplast on the basis of the choice of the rational  modes of cutting

In this work results of experimental check of a possibility of manifestation of instability of technological system when turning preparations from a ftoroplast are presented. Nature of interrelation between the cutting mode, a type of preliminary preparation of preparations and level of a roughness of the surface processed by turning is established. The fact of existence of such modes of turning of a phtoroplast which realization leads to transition of technological system to an unstable state what sharp increase of a roughness of the processed surface testifies to is experimentally confirmed.

In work the problem of uniform distribution of an allowance because of discrepancy of the actual form of preparation of her settlement CAD-model designed by the designer of large-size cast preparations is considered. As the solution of this problem use of technology of reversive engineering by means of 3D – the scanner is considered.

About planning of metrological providing machine- building enterprises at a production stage, regarding  the choice and purpose of measuring instruments  in technological processes

In work the main objectives planning of metrological providing machine-building enterprises at a production stage are considered. The special attention is paid to the existing regulatory base of the choice and purpose of measuring instruments in technological processes. The analysis has shown that the existing bases don’t give the unambiguous solution of this task.

Application of the technique of coefficients of the injury in order to control the quality of future and existing roads

In the article the authors proposed «Methods of injury factors» in the accident, which improves the quality requirements for the design and construction of transport facilities. The study authors offered odds of injury in an accident, allowing to determine the percentage probability of accidents with injuries and thus to take measures to timely change the situation.

The analysis of quality of life at patients with the peritonitis caused by diseases and injuries of the top uric ways receiving treatment with use of NO-and lymphatic therapy is carried out. For an assessment of quality of life used the questionnaire recommended to VOZ for an assessment of quality of MOS SF-36, adapted for the Russian conditions. The assessment of a pain syndrome was carried out on a scale VASH. Improvement of quality of life by all criteria is noted from third day of treatment. Decrease in intensity of a pain syndrome is noted already from second day of treatment. Application complex lymphatic and monoxide of nitrogen of therapy is the perspective direction in treatment of the peritonitis caused by diseases and injuries of the top uric ways.

In this article subjective methods of research of auditory acuity are considered. As a result of work features of process of air and bone sound transmission, and also shortcomings the hearing disorder complicating process of research of auditory acuity and influencing the accuracy of acoustic measurements when diagnosing at different examinee have been revealed. The special attention has been paid to a problem of use of masking at bone sound transmission since systematic researches in this area weren’t conducted.
